Issue List: Issue: Limit H1s to one per page

The consortium recommends using no more than two H1 headings (one for the main page and one for the navigation bar) based on UIUC best practices. Initial recommendation is H2s for widgets.

Only one H1 is used per page. H2s are used for main navigation and pages areas. This design was discussed and reviewed by the Accessibility Interest Group and inline with other web applications and websites, such as the WebAIM site.
