Issue List: Issue: Redesign navigation bar

For accessibility and flexibility, navigation bar should move from tables-based and framed layout to list-based and CSS styled layout/design.

The consortium was impressed with the navigation bar prototypes that were made available for NDA-covered testing. Navigation bars should use unordered lists for items with sections and use H2 headings to designate each sub-section.

Our new navigation bar uses unordered lists and H2 headings for navigation. They resize well and are navigable by keyboard and standards compliant assistive technologies. These designs were reviewed and approved by the Accessibility Interest Group.
