Issue List: Issue: Improve validation messages/error balloons for non-visual users

Validation can be immediate, but also on page refresh should give dialog at top of page that is anchored to on refresh and then each item listed with an anchor link. This would be an improvement not only for the non-visual user but also for users with cognitive deficits and low vision users relying on screen magnifiers.

A very complicated area. Dojo seems to have a good model for it. We recommend inline validation messages within the label for the field to guarantee they are read by screen readers.
