Issue List: Issue: Separation of dialog boxes and page content in modal dialogs

Modal dialogs work well for most users but screen readers still can access content outside of the modal and this may be confusing.

No fool proof technique exists for instantiating a true model dialog that a screen reader cannot bypass. Prelimenary work we have seen involving focus shifts looks good. Rigorous testing will be necessary to ensure good performance with AT. Placement at bottom of page may help (coding them to be there with nothing below them). But even this is not a guarantee.
