Issue List: Issue: Interface on "Discussions" Overly Complicated

Discussions is difficult to navigate since the actual message is below many controls. In addition, the “Add Message” link is too hard to find.

Adminstrators and Users: The DOME variable: d2l → Tools → Discuss → ShowPreviewPane can be used to set this default for users. Possibilities for “Add Message” * Move the “Add Message” button to the left-side of the screen, preferably on it’s own line and create a “skip to Add Message” link on the page. * Convert the “Add Message” button to a link that can be accessed via a links list. * Format the “Add Message” as a header to allow for browsing to it via a headers list.
